Leadership Enhancement in Agriculture Program (LEAP)
THE NORMAN E. BORLAUG INTERNATIONAL AGRICULTURAL SCIENCE AND TECHNOLOGY FELLOWS PROGRAM
Frequently Asked Questions

When is the deadline for applications?

Applications are welcome throughout the year. However, reviews are conducted once a year. The next administrative deadline is October 31, 2008.

Is there a different deadline for the limited release RFA?

No, the limited release RFA focused on Collaborative Research Support Programs (CRSPs) will share the same deadline, October 31, 2008.

Do I have to begin the internship immediately?

Students should plan to begin their fellowship within one year of notification.

Can I apply if I am not from sub-Saharan Africa?

The ongoing Request for Applications is only for citizens of USAID-assisted countries in sub-Saharan Africa. Click here for a list of eligible countries in Africa.

HOWEVER, the current limited release Request for Applications focused on Collaborative Research Support Programs is accepting applicants from any USAID-assisted country in all regions of the world. Applicants for this special RFA must be affiliated with a CRSP to apply.

What is leveraged funding?

Leveraged funds are support (cash or in-kind) from sources other than the grant award that contribute to the applicant's degree.

What is in-kind support?

In-kind contributions are the value of non-cash contributions to the training program provided by any third party, including counterpart contributions from host country institutions. In-kind contributions may be in the form of space, equipment, supplies, expendable property, and the value of goods and services directly benefiting and specifically identifiable to a participant or training program.

How and by whom should the application be submitted, and if funded, where will the award be administered?

As this is a proposal submitted by the U.S. faculty member, it is processed as a grant proposal not as a fellowship application, and therefore will be processed by the Office of Sponsored Programs at the U.S. institution. If the application is funded, the award will be made to the faculty member (on behalf of the student applicant) in the form of a subgrant to the U.S. institution. It will be administered by the U.S. faculty member's academic department or equivalent.

How can I find a CGIAR mentor?

The applicant's work should already be embedded in an existing program or project that will ensure the long-term mentorship of the student. US faculty mentors looking for collaborators within the CG Centres who could serve as a mentor for their students may contact the focal point at the Centre of interest. Click here for a list of CG contacts.
